JOB DESCRIPTION SENIOR FINANCE MANAGER


1. ORGANISATIONAL CONTEXT
ARROW is a non-profit women’s NGO with a consultative status with the Economic and Social Council of the United Nations. Based in Kuala Lumpur, Malaysia, ARROW has been working since 1993 to champion women’s sexual and reproductive rights. It aims to achieve this through interlinked strategies of information and communications, knowledge exchange and transfer, evidence generation for advocacy, consistent monitoring of progress towards relevant international commitments made vis-a-vis women’s health, capacity building, partnership building for advocacy, engagement at international and regional fora, and enhancing the organisational strength of ARROW and partners. We work with a core set of national partners across Asia and the Pacific, as well as with regional partners from Africa, Middle East and North Africa, Eastern Europe, and Latin America and the Caribbean, and with allied international organisations. 2. ROLE CONTEXT
The role of the Senior Finance Manager is to manage financial reporting, budgeting, forecasting and ensuring compliance with accounting standards required bythe organisation. The position will manage contracts for outsourced functions As part of the operations management team the role will also contribute to the overall effectiveness of the organisation in meeting its goals and objectives and in maintaining its practice principles.

 

3 RESPONSIBILITIES OF THE POSITION:

  • 3.1 Financial Planning
    • Develop and supply cash flow projections on a monthly, quarterly and annual basis.
    • Develop annual operational and project budgets in consultation with the Operations Director and the managers.
    • Assist the Operations Director with all proposal budgets.
     
  • 3.2 Financial Management
    • To develop and implement, in collaboration with the OD, mechanisms for monitoring, evaluating and improving financial systems within ARROW
    • Ensure the development of accurate and timely, monthly, quarterly, half-yearly and annual financial statements and project financial reports for the management team, programme management team and funders.
    • Ensure purchasing and expenditure approvals adhere to ARROW’s policies (banking, payroll, ledger entry, accounts and other financial matters).
    • Conduct finance and programme team meeting on financial planning and expenditure tracking on a regular basis.
    • Monitor assigned project partners reports, ensure compliance with donor’s and approved budget regularly.
     
  • 3.3 Financial Reporting
    • Oversee and ensure the organization and project audits are completed in timely and satisfactory manner.
    • Ensure financial reports to donors are submitted to OD in an accurate and timely manner.
    • Ensure compliance with donors’ requirements and accounting standards.
    • Report on assigned due diligence to OD
     
  • 3.4 Team management and leadership
    • Ensure that high quality financial services are delivered.
    • Provide comprehensive finance section orientation to new members of the finance staff team.
    • Supply regular and frequent supervision and support finance staff to achieve appropriate team goals.
    • Supervision and mentoring the finance officers including orientation, identifying training needs, personnel appraisal and review/updating of their job descriptions.
    • Provide timely and constructive feedback to team members on quality of work.
    • Assist finance staff to develop individual annual work plans.
    • Enable conducive environment for effective self-management and operational management.
    • Set and uphold institutional work culture and create a positive and healthy work environment.
    • Provide support to assigned project partners finance team.
     
  • 3.5 Organisational Development
    • Report regularly to the Operations Director on organization and project partners financial matters and inform the Operations Director of any issues, which are potentially detrimental to the organisation.
    • Contribute to the ARROW management team and assist the Operations Director and Executive Director in the development of the organisation.
    • Assist the Operations Director in personnel recruitment and development of orientation, training and personnel appraisal systems and practices for all staff, and other senior staff when necessary.
    • Ensure organizational and assigned project partners adherence to statutory requirements (legal, corporate and tax).
    • Lead with the Operations Director on resource planning.
    • Provide support and lead to improve the organisation's financial policies and guidelines.
    • Report on the financial reporting section of the Annual Report.
    • Resource the Operations Director by providing relevant information and written reports to assist with decision- making.
    • Respond to requests for technical assistance, consultancy or advice to partners and other stakeholders.
    • Other duties as directed by the Operations Director.
     

4 ACCOUNTABILITY
The position is directly accountable to the Operations Director.


REQUIREMENTS FOR THE POSITION:

  • Minimum 5-8 years’ experience in a financial management role ideally with a regional or international organisation.
  • A minimum of a Masters degree or Professional in accountancy.
  • 4 year experience audit experience is compulsory
  • Excellent written, verbal and presentation skills (fluency in English is essential; knowledge of other UN languages and key Asia-Pacific languages a plus).
  • Energetic, flexible, collaborative, proactive, sense of humor; a team leader who can positively and productively impact both strategic and tactical programme initiatives.
  • Excellent judgment and creative problem-solving skills including negotiation and conflict resolution skills.
  • Strong mentoring, coaching experience to a team with diverse levels of expertise.
  • Excellent project and human resource management skills; ability to lead, influence and engage direct and indirect reports and peers.
  • Self-reliant, good problem solver, team player, and results oriented.
  • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with ARROW Senior Management, Staff and Stakeholders.
  • Personal qualities of integrity, credibility, and a commitment to and passion for ARROW’s mission and SRHR movement.
  • Willingness to travel.
