It is not lack of human resources and expertise although only in selected areas. There is a high respect for the company and the image it portrays on the outside. There is a vast international network and strong international influence.
The challengesIt is steeped in hierarchy, bureaucracy, red-tape and loads of internal politics. The power play happens at all levels, from the top to the individual country offices across all borders. As a public / govt establishment, there is hardly any performance-based rewards or actions for the opposite, so many are complacent or under-performing for years, just awaiting for retirement benefits.
