Fazil Agensi ditubuhkan pada 9 September 1989 dan beroperasi di Wisma Fazil yang terletak di Kompleks Munshi Abdullah, Jalan Munshi Abdullah, Melaka sebagai pejabat urusan. Wisma ini dirasmikan pada 15 Mac 2003 oleh Y.B. Senator Dato’ Muhammad Bin Haji Abdul Ghani merupakan Presiden Persatuan Bekas Tentera Malaysia pada ketika itu. Fazil Agensi mempunyai pekerja iaitu kerani seramai 50 orang dan agen insurans sepenuh masa melebihi 200 orang serta aktif beroperasi semenjak 30 tahun yang lalu.
